PUBLIC NOTICE The City of Carthage will hold a public hearing on August 8, 2024, 10:00 a.m. at City Hall located at 326 Grant Street to discuss the city's submission of an application for the fiscal year 2023-24 Community Development Block Grant (CDBG) program. The city is interested in obtaining all citizens' input on community development needs within the city. As part of the hearing process, citizens will be asked to verbally assist in the completion of a Needs Assessment document. The document will detail what the residents feel are the strengths and weaknesses of the community. The city needs as much local participation as possible in order to reflect the true desires of the community as a whole, as well as the comments relating to the proposed project application. The State has established a maximum application request for each funding category. Activities that are eligible for funding include the improvement of public works, public facilities, housing rehabilitation, and others allowed by law. At least 51% of the funds must be used to benefit low-and-moderate income persons. No displacement of persons will be proposed. The city is proposing to replace approximately 5000’ of sidewalks in the downtown area, branching out from the square in the following areas: Two blocks to the north on Grant and Main Street; one block to the west to Lyon Street from 2nd Street to 5th Street; to the East one block from 2nd to 5th Streets; one block to the South on Grant and Main Streets. Lyon Street will have new sidewalks on the East side of the road from 2nd to 5th Street; Howard Street will have new sidewalks on the West side of the road from 2nd to 5th Streets. The square itself will be receiving new sidewalks as part of an existing project. The total project cost is estimated at $937,500. The city proposes to contribute $187,500 in cash, with grant funds of $750,000 needed to make up the balance. The project, if funded, will benefit 77.38% low/moderate income persons. All citizens, including those in the targeted area, are encouraged to attend in order to comment on the proposed activities. The City of Carthage was awarded Community Forestry Cost-share from the Missouri Department of Conservation. The Community Forestry Cost-share assisted the City of Carthage in updating an existing tree inventory of trees in City Parks which includes having trees assessed for risk in City Parks. The city contractors have updated inventory and tree assessments in City Parks. The updated information will be used to make decisions about the care of the trees that benefit the Citizens of Carthage.

Arbor Day Foundation Names Carthage a 2023 Tree City USA. Carthage achieved Tree City USA recognition by meeting the program's four requirements: maintaining a tree board or department, having a tree care ordinance, dedicating an annual community forestry budget of at least $2 per capita, and hosting an Arbor Day observance and proclamation.

We have seen substantial damage across the city. The following facilities and parks are closed today for clean-up: Carthage Golf Course, Carter Park, Municipal & Central park have trees down, please use caution. Recycling center is closed for recyclables. It will be open for limb and debris drop off.

We are currently evaluating the tornado warning procedure. As we reviewed the timeline from last night’s storms the tornado warning alert was activated by the National Weather Service at 9:38pm at the same time the electric company’s computers indicated a power outage on the square at 9:38pm. At that time storm shelters were being opened at Carthage Intermediate Center, Junior High, Pleasant Valley, and Columbian. It’s unfortunate that there was no advance warning for the storm, which resulted in the storm sirens not being activated. This can sometimes happen in rapidly changing weather situations.

Storm Update
We are excited to celebrate the Ribbon Cutting at Carl Lewton/Rock Stadium, as it is an important piece of our history. And though some needed repairs had to be made to ensure the safety and longevity of the ballfield for future generations, overwhelmingly the majority of citizens let it be known they wanted this to remain as a ballfield. And that has always been our plan to have it remain as a ballfield. We are pleased to have the high school baseball team back on their home turf! Future use of the field will be for Little League. There have been many repairs and renovations to the field including replacement of the outfield fence, purchased and installed a new scoreboard, restored electricity to the clubhouse and also stadium lights, new bleachers, concrete, dirt, seeded the area behind the bleachers, new left field foul pole and base rock for the concrete. $150,000 was allocated out of Use Tax money to renovate the stadium and was unanimously approved on December 19, 2023. To date we have spent just over $90,000 on repairs and renovations. We are pleased to have the field safe and ready for this year’s ball season. Thanks to the Chamber of Commerce for helping us celebrate!

The Carthage Municipal Pool was originally designed in the 1930’s and a renovation was completed in the 1980’s. With significant portions of the facility being between 37 and 90 years old, the facility experiences significant maintenance challenges, such as ongoing pipe leaks. In addition, the outdated layout, features, and amenities, no longer fully serve the needs of our community. The Carthage Municipal Pool has achieved its useful life with respect to typical lifespans and needs of the community. This survey will assist the team in understanding the community needs and priorities for an updated outdoor swimming pool in Carthage. Your thoughts are important in our effort to create a facility that will meet the needs of the Carthage community.
